Denisha Harris

President

Denisha has over 15 years in local government finance and diversity program development. Denisha currently serves as the Assistant Finance Director for the Town of Cary, where she developed Cary’s first business inclusion program. Her acumen in inclusion programs earned her the opportunity to teach various courses at the UNC School of Government, the NC HUB Office, and the NC Association of Governmental Purchasing, which led to the development of the Network’s Certified Economic Inclusion Officer (CEIO) credential.

Renee Jones

Vice President

Renee is the President for All for 1 Inclusion Innovators LLC, a business that aids governmental organizations, corporations and small businesses with supplier diversity programs to take firms to the next level. She will serve on the special projects committee, lead the certification process for members and support the president when needed.

Lisa Horton

Secretary

Prior to joining Messer Construction as an Economic Inclusion Specialist II where she leads efforts to advance MWBE participation on projects, Lisa acquired over 17 years of experience from the North Carolina Department of Transportation’s Office of Civil Rights. Her contributions to economic inclusion have earned her recognition, including the Agent of Change of the Year award from the North Carolina Hispanic American Chamber of Commerce.

Shon Burch-Crispin

Treasurer

Shon has over 20 years of financial and diversity program experience, the majority of which was acquired by working in local and State government. Shon began her career in accounting at UNC Health, then joining NC State University in 2011. In 2016, she transitioned into Program Management for NCSU's Capital Projects and HUB Program. She now serves as the HUB Program Manager for Wake County Public Schools. Shon joined the Network in 2016 and serves as Treasurer.

Debra Connolly

Chair, Emerging Leaders Cohort

As Clancy & Theys Trade Partner Equity Manager, Debra is dedicated to ensuring the successful execution of the company-wide Diversity and Inclusion goals for projects. She is responsible for planning, organizing, and implementing diversity outreach efforts across the organization’s regional offices in addition to monthly reporting and project compliance oversight. Debra is also Co-Chair of C&T’s internal DE&I council.

Carla Daniels

Carla currently serves as the HUB Program Manager for North Carolina State University where she advocates and promotes diverse business inclusion on contracting opportunities within the University’s Design and Construction Department. Prior to joining North Carolina State, Carla served as the first HUB Coordinator for Wake Technical Community College.

Nikole Bohannon

Programs Co-Chair

Nikole has worked for the Fayetteville Public Works Commission for over 8 years in positions ranging from Procurement Advisor to Economic inclusion Program Manager, and now Procurement Manager. She is a Certified Local Government Purchasing Officer and joined the Network in 2022.

Shaunne Thomas

Legislative Chair

Shaunne has nearly two decades of experience in procurement, diversity and inclusion, and project management. Prior to joining Guilford County as the County's Director of the Small Business and Entrepreneurship Department, Shaunne served the City of Charlotte as the Interim Compliance Manager and the Senior Services and Technology Procurement Officer leading the development of the City's inclusion policy dictating all citywide procurements.

Emily Herndon

Marketing Chair

Emily started in the construction industry after graduating from NC State with a degree in architecture. She has been with CT Wilson Construction for nearly 15 years and serves as their VP of Marketing and Business Development. She has served on numerous boards, including the National Association of Women in Construction and Housing for New Hope. She joined the Network in 2024 and has a certificate for non-profit management from the NC Center for Non-Profits. She is active in SMPS and CAGC Young Leaders.

Pamela Gales

Past President, At Large

Pamela has over 25 years of experience in local and state government, specializing in procurement and compliance. She is a Certified Local Government Purchasing Officer (CLGPO) and holds the designation of Executive Certified Master Compliance Administrator (ECMCA). Beyond her active involvement with the Network, Pamela is a member of the American Contract Compliance Association (ACCA), the Hispanic Contractors Association of the Carolinas (HCAC), and the North Carolina Association of Government Purchasing (NCAGP).

Johnny Ortiz

Before joining DPR as their Regional Supplier Diversity Lead, Johnny served as the Regional Vendor Diversity Manager for SKANSKA USAs' North Carolina and Virginia region. Throughout his career, Johnny has championed DEI initiatives from ESL classes for construction workers to UBE contractor growth planning via SKANSKA's "Construction Management Building Blocks" program.

Mike Schneider

Mike is the Raleigh Region Operations Vice President at Messer Construction Company in Raleigh, NC. Mike has a BS and a Master of Science in Civil Engineering and 20 years of experience in commercial construction.
